Agile EO Information Development (GDA-AID): Marine Environment and Blue Economy

The main objective is to address the geo-information requirements of the teams of the involved IFIs (WB and ADB) in the framework of their current operations/planning and/or of their strategic goals over the coming years on the marine environment and Blue Economy on a pre-operational basis to scale up the adoption of EO Services (WR-A4).

PROJECT DESCRIPTION

It is important to respond rapidly and flexibly to provide pre-operational EO information products and services beyond what is currently available but is thoroughly tested and evaluated. This translates into a set of technical objectives grouped in four pillars: Agile approach, Information, Technology and Usability. The overall approach is based on two pillars: i) be reactive and ii) deliver value-adding products and services able to assist Banks teams and national stakeholders in support policy development and implementation of a sustainable Blue Economy. This will be accomplished by adopting an AGILE SCRUM implementation approach consisting of three consecutive development cycles of six months each. The first cycle will start with interaction and exchanges with the Banks teams, followed by the elaboration of the user stories, which will be translated into Use cases. The priority and impact of the latter will then be determined and ranked. Based on the Use cases and Banks teams’ expressed information needs, each Use case scrum development team will be formed and responsible for the parallel execution, implementing high-rank and high-impact user stories. A similar approach will be followed in the next two cycles, starting with a revision of priority and ranks based on collected user feedbacks and outcomes of the previous cycle. At the end of each cycle, specific knowledge transfer meetings emphasize a detailed technical level. A central repository will be implemented exploiting the Rheticus® platform, that will allow from one hand to access and explore the results supporting OGC compliant discovery and data access functionalities and from the other hand to provide the products to the users in a customised way as part of the design of the Use cases.
